There are some intriguing aspects of the “ICT as enabler or driver” issue. These relate to the experience and perception of a device, strategy, process… as an enabler or as a driver. In simplistic terms we can experience and/or perceive ICT as an enabler or as a driver depending on how well it fits with whose agenda. An enabler assists us in achieving what we want to achieve whereas a driver tends to make us achieve what others want us achieve.
